We believe there to be a perfume decanter, powder compact, note pad and button shoe hook as shown in our photos. Explaining that the holder attached to a French ladies belt with these daily tools at her side for easy access. The meaning of Fleur de Lis  ( flower & lily )  as being a stylized lily that was used as a decorative design or motif and many of the Catholic saints of France, particularly St. Joseph, was depicted with lily.
